I came across another tower crew who was doing some work lifting Clearwire dap heads antennas and by hand 175' up the tower we were going to work on. They had no capstan winch and it took 2 men to pull up mast pipe double dap head and quad port antenna.

I know they were struggling and it appeared unsafe to me. Just wondering if there is an OSHA guideline to which heights/weight things like steel can be lifted by hand without any fall protection of the lifted item.

Realistically there is no fall protection on a capstan either you let go of the rope and what ever is being lifted falls. I have pulled anything from winch cable to lines up tower by hand. Never heard of a regulation on this.

Running the rope through a fall stop device seems safer.
