Oftentimes site plans will identify a PVC size that is too small to accommodate the conductors required if there is an extended run to the power company's demarcation that will require larger sized conductors. See the fill table in conduit information. Overfilling the conduit de-rates the load capability of the conductors and violates NEC guidelines.
