TIA222G Annex D. The Annex D Twist and Sway Limitations lists a parameter is 0 in the formula 0 = C sub3/ Da
I cannot find a definition of the parameter 0 in the standard. Is theta defined as the TOTAL angle the beam can be displaced from a centerline or is theta defined as 1/2 of the TOTAL angle the beam can be displaced from a centerline?.
    Thanks

Below the formula you mention: 0=C sub3/ Da, under "where:", are definitions of the variables, including 0.

Here 0 actually refers to the amount of rotation (vertical or horizontal, as appropriate) of the tower that should be tolerated.

In your words the closest answer would be:
"the TOTAL angle the beam can be displaced from [the antenna beam]centerline [its intended direction]"
