The National Wireless Safety Alliance (NWSA) announced today that William (Bill) Martin, President at Tower Engineering Professionals, Inc. (TEP), Drew McCarthick, Director of Environmental Health, and Safety at Ericsson, and Mike McGovern, Regional Vice President at DISH Wireless, have been appointed as members of the organization’s Board of Governors.
In their new roles as members of the Board of Governors and to maintain NWSA’s diversity of industry sectors, Martin will be filling an Engineer seat, McGovern a National Carrier seat and McCarthick an OEM seat. The Board of Governors consists of representatives from a broad cross-section of the industry and is tasked with developing policy and overseeing the activities of the various committees that will serve under their authority.
NWSA, headquartered in Fairfax, Virginia, is a national non-profit assessment and certification organization established to provide thorough, independent assessments of knowledge and skills and provide verifiable, ANSI accredited trade certifications to enhance safety, reduce workplace risk, improve quality, encourage training, and recognize the skilled professionals who work on towers and other non-standard communication structures.
“NWSA is thrilled to welcome the expertise and leadership abilities of Bill, Mike and Drew to the talented and diverse roster of Governors that we have assembled,” stated Executive Director Duane MacEntee. “All three of these leaders have the necessary industry relationships, experience and subject matter expertise that will serve to continue helping our credentialing organization scale the number of NWSA certified trade workers in the United States,” added MacEntee.
NWSA currently offers the following industry-wide trade certification programs: Telecommunications Tower Technician 1 (TTT-1), Telecommunications Tower Technician 2 (TTT-2), Telecommunications Tower Foreman and Antenna & Line Specialty Certification Program.

WILLIAM MARTIN
William H. Martin, P.E., P.Eng., S.E., G.C., C.W., C.W.I. is a hands-on engineer who works closely with each department to provide technical guidance and integrate turnkey solutions. Bill started with TEP in 2004 when they were ~20 employees and has been an integral part of the company’s growth and success. Today, TEP is a multidisciplinary Engineering and Construction Services company focusing on the Telecommunications Sector and has nearly 1,000 employees with 35 offices across North America. Bill is licensed in all 50 states, some U.S. territories (PR, GU, DC), and British Columbia, Canada, as a professional civil/structural engineer.
He holds his General Contractor’s license in a few states/territories (AL, FL, GA, MS, MT, ND, NM, NE, RI, USVI, WA), is a Certified Weld Inspector, a Certified Welder (3G-FCAW/GMAW), a Texas Windstorm Engineer, maintains his Competent Climber Certification, and is CalOES Safety Assessment Certified with NC Emergency Management. He holds a Bachelor of Science (2007) and Master of Civil Engineering (2010), from North Carolina State University. In addition to his current certifications, he is also pursuing his Geotechnical Engineer designation in California. Bill is a member of the multiple Ad Hoc task groups within TIA TR-14 (Baseplates, Loads, Rigging, etc.), is an associate member of the ASCE 7–22 Wind Load Subcommittee (Chapter 26, Chapter 29), and has previously served as a member of The Paul Zia Distinguished Lecture Committee. In 2017, Bill was named to ENR’s Top Young Professionals as well as CSE’s Top 40 Under 40.
DREW MCCARTHICK
Drew McCarthick is a globally experienced, values driven, EHS leader and is currently an EHS Director for Ericsson North America. Over the past 17 years he has worked in multiple high-risk industries as an EHS professional including aerospace manufacturing, extrusion, molten metal – casting operations, and heavy equipment manufacturing. He currently holds his CSP certification through the Board of Certified Safety Professionals along with a Bachelor of Science in Occupational Safety and Health from Southeastern Oklahoma State University. He is committed to the health and safety profession and strives to continually improve EHS performance within the telecom industry.
MIKE MCGOVERN
Regional Vice President DISH Wireless Mike McGovern is a wireless veteran having started with up-start Omnipoint Communications in the New York market in 1997. He is well versed in site acquisition, engineering, construction, and operations both as a carrier and service provider. Mike has held leadership roles with Sprint-Nextel and Clearwire and currently holds the position of Regional Vice President at DISH Wireless where he oversees all aspects of deployment from RF design to operations from Maine to Virginia.
As a service provider, he has held operations and business development positions at BCI Communications, Red Wing Electric, and SAC Wireless winning and managing wireless and wireline projects in all the lower 48 states, supporting every national, and most regional carriers. Mike served in the Navy Reserves and earned a BS from Ball State University in Muncie, Indiana. He currently resides in Sparta, New Jersey with his wife and three children.
